General Description of the Job Class Manage clinical engineering teams while maintaining regulatory compliance and driving the efficiency and effectiveness of clinical engineering operations. Duties and Responsibilities of this Level 1. Operational Oversight: a. Oversee daily operations of the clinical engineering department, ensuring the proper maintenance, repair, and management of all medical equipment. b. Develop, implement, and refine operational processes to enhance equipment uptime and operational efficiency. c. Monitor and analyze performance metrics (KPIs) to identify areas for improvement and implement corrective actions. d. Ensure that clinical engineering services are delivered in a timely, efficient, and high-quality manner, meeting all departmental goals. e. Lead efforts to improve workflows, streamline procedures, and optimize resource utilization across multiple teams and facilities.
2. Team and Staff Management: a. Manage, mentor, and develop multiple teams of clinical engineering staff, including technicians, engineers, and support personnel. b. Assign and balance workloads across teams to ensure the timely completion of tasks and projects, optimizing resources and productivity. c. Provide leadership and guidance to ensure team alignment with organizational goals and priorities. d. Foster a culture of accountability, collaboration, and continuous improvement within the clinical engineering teams. e. Lead recruitment, performance evaluations, and professional development initiatives to build a high-performing team.
3. Budget Management: a. Develop, manage, and oversee the clinical engineering department?s annual budget, including operating expenses and capital expenditures. b. Track and control operational costs to ensure adherence to the budget while maintaining high service quality. c. Manage capital equipment acquisition and procurement, ensuring that purchases are within budget and aligned with the organization?s goals. d. Work closely with vendors and suppliers to negotiate contracts and service agreements that offer cost-effective solutions. e. Identify and implement cost-saving initiatives without compromising the safety or functionality of equipment.
4. Regulatory Compliance and Risk Management: a. Ensure compliance with all applicable regulatory standards and guidelines, including Joint Commission (JCAHO), FDA, ISO 13485, CMS, and other relevant regulations. b. Conduct regular internal audits to assess compliance with regulatory requirements and internal policies. c. Prepare the department for external regulatory audits and inspections, ensuring all necessary documentation and records are accurate and up-to-date. d. Develop, review, and update policies and procedures related to medical equipment management to ensure compliance and operational excellence. e. Implement risk management strategies to minimize equipment failure and ensure patient and staff safety.
5. Project Management: a. Lead or oversee multiple projects, including equipment upgrades, new equipment installations, and technology implementations. b. Coordinate cross-functional project teams, ensuring that timelines, budgets, and project goals are met. c. Manage competing priorities and allocate resources effectively to meet project deadlines and organizational objectives. d. Communicate project updates and outcomes to stakeholders, ensuring alignment with broader organizational goals.
6. Communication and Stakeholder Collaboration: a. Serve as the primary liaison between the clinical engineering department and other hospital departments, including clinical operations, IT, procurement, and finance. b. Provide regular updates to senior leadership on the performance of clinical engineering operations, including budget status, operational metrics, and compliance. c. Ensure that clinical staff and other stakeholders receive prompt and high-quality support related to medical equipment issues and requests. d. Present operational and financial reports to senior management, highlighting key trends, challenges, and opportunities.
7. Vendor and Contract Management: a. Manage relationships with external vendors and service providers, ensuring that contracts are met and services are delivered as expected. b. Negotiate service contracts and vendor agreements to obtain the best pricing and service levels for the organization. c. Oversee the performance of third-party service providers and ensure their compliance with organizational and regulatory standards.
8. Data Analysis and Reporting: a. Analyze operational data to identify trends, inefficiencies, and opportunities for improvement within clinical engineering operations. b. Prepare and present detailed reports on budget performance, workload distribution, regulatory compliance, equipment uptime, and maintenance schedules. c. Use data-driven insights to inform strategic decisions and drive continuous improvement across all operational areas.
9. Customer Service Focus: a. Ensure that clinical departments receive timely and high-quality support in the maintenance and management of medical equipment. b. Develop and monitor service-level agreements (SLAs) to ensure that performance standards are met or exceeded. c. Address and resolve equipment-related issues or complaints promptly, maintaining a high level of customer satisfaction.
10. Adaptability and Continuous Improvement: a. Stay informed of changes in regulatory requirements, technology trends, and industry best practices, adapting operations as necessary. b. Lead initiatives to introduce new technologies, process improvements, or innovations that enhance the effectiveness and efficiency of clinical engineering operations. c. Continuously assess and improve internal workflows and processes to better meet the needs of the organization.
Required Qualifications at this Level Education: Associates Degree in Electronics or Biomedical Equipment Technology or Military specific medical equipment repair certification is required. Two years of military training in electronics or vocational training in electronics may substitute for the degree requirement. ________________________________________ Experience: Work requires a minimum of two years of experience in servicing of biomedical and / or imaging equipment. Must possess a minimum of three years of team lead or supervisory experience with strong leadership and customer service skills. ________________________________________ Degrees, Licensure, and/or Certification: A valid North Carolina driver's license with a good driving record. ________________________________________ Knowledge, Skills, and Abilities:
